Abstract

The Arctic is increasingly regarded as an arena for power projection. During the last decades, climate change and its effects have been a major driver of change for a region formerly isolated of any international tensions between great powers. As the ice keeps melting away, the traditional “exceptionalism” which characterized the region has vanished almost completely. Russia, aware of the fact that its northern flank now becomes vulnerable with a navigable Arctic, has returned to its abandoned Soviet-era bases, while also holding a fleet of icebreakers which eclipses those of its neighbors. An open Arctic will bring within the possibility of establishing a maritime route shorter and cheaper than the existing one through the Suez Canal. Such possibility, which will end up becoming a reality sooner or later, has made Arctic States and other from afar start investing in their own capabilities so as to be able to participate in such future. Spain, also being aware of this changing reality, must strive to take advantage of its natural maritime predisposition and position itself in a way that it can also benefit from all the advantages and promises that an Arctic free of ice will bring.

  • Gonzalo VÁZQUEZ ORBAICETA, Graduado en Relaciones Internacionales por la Universidad de Navarra. Analista del Centro de Pensamiento Naval

    Gonzalo Vázquez holds a BA in International Relations from the University of Navarre. He is a naval analyst with the Center for Naval Thought at the Spanish Naval War College, and has contributed with several international outlets which include the Council on Geostrategy, the Center for Maritime Security, and the Center for International Maritime Security (CIMSEC). His main areas of interest include naval strategy, maritime security and NATO naval capabilities. He is currently working as an Intern at the NATO Crisis Management and Disaster Response Center of Excellence in Sofia, Bulgaria

  • Augusto CONTE DE LOS RÍOS, Spanish Navy

    Augusto Conte de los Ríos is commander at the Spanish Navy, holds a PhD from the University of Murcia (UM), and is a member at the Chair for History and Naval Heritage (UM-Spanish Navy). He is also a member of international organizations such as ICOM, ICOMOS and ICOFORT, and a regular contributor in outlets such as Revista General de Marina, Cuadernos de Pensamiento Naval, Revista Ejércitos and the Spanish Institute for Strategic Studies´   online bulletin. He is currently working as a researcher for the Interamerican Defense College´   Joint Deterrence Project, representing the Centro Superior de Estudios de la Defensa Nacional (CESEDEN).
