Abstract

Artificial Intelligence (AI) has become a key factor in 21st-century geopolitical competition, with China emerging as a dominant player in its development and application in security and defense. Through initiatives such as DeepSeek and its ambitious national AI plan for 2030, China aims to establish itself as a global leader in this technology, generating significant strategic implications for international security. This article examines the impact of Chinese AI in three dimensions: its role in cybersecurity and hybrid warfare, the development of autonomous systems and their use in defense, and the regulatory and strategic challenges posed by its global advancement. It analyzes the responses of major powers such as the United States and the European Union, the role of AI in deterrence and hybrid conflicts, and the need for international regulatory frameworks to mitigate the risks associated with its proliferation. Drawing on an analysis of recent sources and strategic studies, this paper argues that Chinese AI not only redefines the global balance of power but also presents critical challenges in terms of security, technological governance, and international stability.

  • Antoni Mestre Gascón, Investigador en el Instituto Valenciano de Investigación en Inteligencia Artificial y profesor asociado en la Universitat Oberta de Catalunya

    Antoni Mestre is a researcher at the Valencian Research Institute for Artificial Intelligence (VRAIN) and an assistant professor at the Open University of Catalonia. His work focuses on human-centered artificial intelligence, explainable systems, and human-computer interaction, emphasizing the responsible integration of technology into society.

    In addition to his academic roles, Antoni has extensive experience collaborating with international and governmental institutions. He has worked with the United Nations International Atomic Energy Agency on AI projects for nuclear non-proliferation and with the European Commission in security and defense. Nationally, he has served as an external advisor to the Corts Valencianes (Valencian Parliament) and as a member of the expert committee of the Ministry of Youth and Adolescence of Spain, where he contributed to the development of policies on technology and education.

    Antoni’s dedication to research and innovation has been recognized with multiple awards, underscoring his commitment to leveraging technology for societal benefit.

Su experiencia abarca el análisis y la implementación de herramientas tecnológicas avanzadas para la prevención del delito, la ciberseguridad y la optimización de estrategias operativas en el contexto de la seguridad pública.
