Resumen
El presente estudio busca explicar la creación del aparato de operaciones exteriores de Estado Islámico (EI) a través de la vinculación franco-belga de la unidad Amn al Kharji (Emni) con el contingente libio-tunecino de la milicia Katibat al Battar al Libiyya (KBL). Esta premisa de partida se sustenta en la teoría que Emni y la KBL se fusionaron en una sola entidad, explicando así que los primeros atentados realizados bajo la marca del servicio de operaciones exteriores de EI se orquestaran desde Siria, mientras que la segunda oleada de atentados instigada desde Libia coincidiera con la pérdida de territorio en Siria y el regreso de muchos combatientes de la KBL a Libia.
Para mejor vehicular los resultados de la investigación, se ha procedido a desgranar de forma sucinta los orígenes que se suponen detrás de la creación de un servicio de inteligencia en el seno de Estado Islámico, para luego analizar, desde una perspectiva relacional, los lazos existentes entre los miembros que conformaron la unidad de operaciones exteriores de EI y las personas que integraron los comandos detrás de los atentados que golpearon Europa y Túnez entre 2014 y 2017.
