Caperucita pregunta sobre el planeamiento de la defensa. Algunas respuestas y el caso OTAN

Resumen
El «planeamiento de defensa» es un proceso propio de la política pública de defensa, incardinada con la Estrategia de Seguridad Nacional, en el que se consideran requerimientos internos y externos. La coherencia ha asegurarse de arriba-abajo y viceversa. En este planeamiento confluyen formulación e implementación de parte de la «política de defensa».
Partiendo de un «nivel de ambición» político para el instrumento militar, se usan escenarios de planeamiento basados en hipótesis, a los que dar respuesta, y de los que se infieren requisitos de capacidades, para enfrentarse al riesgo futuro. Existen cuatro tipos de planeamiento: el de «mobilization», el «threat based », el de «portfolio », y el «capability based».
Como ejemplo del tipo «portfolio», se introduce el «Proceso de Planeamiento de la Defensa en OTAN» (NDPP), y en base al "NATO Warfighting Capstone Concept" se ofrecen algunas pautas sobre la configuración de escenarios futuros de planeamiento.
