Los Pequeños Estados Insulares en Desarrollo: entre el concepto y su aplicación

Resumen
El concepto de Pequeño Estado Insular en Desarrollo —o PEID— sirve para categorizar a un grupo de Estados sobre el que, en base a ciertas características geográficas y socioeconómicas, se justifica una especial consideración por parte de la ONU. Se trata de un término que, en principio, pareciera explicarse por sí solo simplemente aludiendo a los elementos que lo componen y, sin embargo, por diversos motivos, su aplicación ha resultado problemática —pues hay un buen número de PEID que no cumplen satisfactoriamente con los requerimientos que se desprenderían del propio término—. A partir de la revisión de los elementos que justifican la razón de ser de los PEID, este artículo invita a la reflexión acerca de la utilidad actual del propio término.
